Let's Begin Our Introduction of Lazarus Educational Services Inc. (LAZARUS)
Board Members, Advisors and Technicians
Rosie Tooley, DRE, Executive Director
Dr. Tooley (Doctorate in Religious Education, 2003) is a retired educator (School District of Philadelphia), an experienced Real Estate entrepreneur, and a licensed Delaware educator, As a seasoned educator, entrepreneur and visionary, Dr. Tooley has created successful enrichment programs and collaborated with teams to serve students and clients for many years. She specializes in curricular development and creating inclusive learning environments. Dr. Tooley will obtain her Trauma-Informed Care Certification in May 2021, from Wilmington University.
Dr. Tooley will oversee operations and instruction at LESI to develop the existing business skills of highly motivated, innovative and entrepreneurial Returning Citizens and Veterans. She will design the curriculum to incorporate Trauma-Informed Care protocols. Dr. Tooley is accustomed to empowering people through skill development, practical activities and affirmations which helps clients attain their goals.
David Jones, Board Member,
David has over thirty-five (35) years of manufacturing and supervisory experience for various companies. He possesses advanced knowledge of manufacturing processes and safety protocols. David is well versed in quality methodologies and metrics analysis. He has extensive experience in managing supplier contracts and service agreements.
David's work experiences allow him to provide LAZARUS with guidance and insight into curriculum development, business plan review benchmarks, business statistics research and analysis. He has experience with inventory management to address issues like establishing "order point" and "order quantity" to manage inventory costs, which will benefit our clients. David also has experience with establishing workplace safety rules and procedures to mitigate accidents and injuries.

Wayne Atwell, Board Member, Co-Treasurer
Wayne is a member of the Board of Directors of Lazarus and serves as the treasurer. He is focused on helping LAZARUS increase its fund raising efforts to help finance the next stage of growth. He is the VP of Strategy at Barclays US Consumer Bank. Previously, he worked in business transformation at Alliance Bernstein and management consulting at McKinsey & Company. Wayne has a degree in electrical engineering from Johns Hopkins and an MBA from New York University.
Joseph Walls, Board Member, Veterans Services, Entrepreneurship
Founder, Veterans Services and advocate for equity for those in reentry. Joe presents the views of entrepreneurial veterans and individuals in Reentry for LAZARUS' work and activities.

Lori Alberts has founded and is Chairwoman of several organizations including:
- "Link of Love' - a support group for Returning Citizens and Families with an Incarcerated loved one. Her group offers support, resources, and information about the criminal justice system.
- Partnership in Reentry Coalition of Delaware (PIRCOD) - a network of organizations, agencies and Churches that provide services to those in Reentry and focus efforts on providing "wrap-around" services to help citizens cope with and move forward with their new life.
- Fresh Start Resource Center, Smyrna, DE - provides direct services as well as referrals to the homeless and citizens and their families.
- It's My Life - a program to provide Trauma-Informed counseling with life skills and fun to teenagers from 14-18 year of age at local Community Centers.
